In this fictional future projection of Victor von Woolfe's struggle to gain his freedom from state sanctioned oppression, Kier Starmer resigned in July 2026, leaving several issues unresolved. Most especially, the unlawful conviction hanging over Victor's head, and other related discrimination issues, such as the GOV.LOGIN, PIN fiasco, that refused to give Victor a Personal Identification Number. Another Horizon Post Office scandal in the making. Leaving Victor a non-person in the eyes of any government system that is digital based.

The story: "Muzzled", is based on real events, that are documented with proofs of evidence, to show that Sussex police were working with Wealden and East Sussex County councils to frame their long term planning adversary. Representing a huge embarrassment to any new government, depending on how they treat the matter. They could do what the Conservatives did, and then Keir Starmer, burying  the heads in the sand, and hoping to wear down the man the system allowed to be framed for so long. And that included the European Court, who in the past never gave a reason for striking out an application. Thus, making it almost impossible to frame a second or third application that could succeed.

As the Home Department secretary of state, Shabana Mahmood has inherited some difficult old cases. What might she do? Might she seek to clean the slate of a lot of stagnant CCRC cases, or join the ranks of conspirators, allegedly. It is important to note that this is a fictional potential scenario. How the Rt Hon Shabana Mahmood deals with such issues in real life, is another matter.

THE NSC PLAYBOOK

The Cabinet Room at 10 Downing Street felt heavier than usual. Beyond the soundproofed doors, the National Security Council was in executive session.

At the head of the table sat Prime Minister Andy Burnham. To his left, the newly appointed Attorney General, Ellie Reeves KC—sharp, legally precise, and weighing every word with barrister-trained caution. Opposite her sat Alex Norris, the newly minted Secretary of State for Justice—a pragmatic former trade union organiser whose political instinct was rooted in plain-speaking public narrative rather than legalese. Between them sat the intelligence directors: Ken McCallum of MI5 and Anne Keast-Butler of GCHQ.

"Let's drop the diplomatic gloss," Burnham began, resting his forearms on the table. "Victor von Woolfe’s case isn't just an administrative headache for the CCRC. If the media gets hold of the original council file destruction and the Sussex Police cover-up, it hits the news cycle as the biggest state-sponsored frame-up since Post Office Horizon. I want options. How do we deliver actual justice to this man without making this government look like the caretaker of thirty years of Tory and civil service corruption?"

Alex Norris leaned forward, tapping his pen on a blank pad. "I don't have a law degree, and frankly, right now, that's an asset. The public doesn't give a damn about procedural prevarication or CCRC review cycles. What they understand is fairness versus institutional bullying. If we stay on the defensive, we inherit the blame for everything Wealden, Sussex Police, and previous ministers buried. But if we flip the script, we don't defend the machine—we expose it." Ellie Reeves adjusted her glasses, her analytical eyes narrowing. "Flipping the script sounds great in a press conference, Alex, but as Attorney General, I have to ensure we don't prejudice ongoing judicial functions or trigger civil actions that paralyze the Crown Prosecution Service. If the Crown simply concedes a quashing in the Court of Appeal on the grounds of corrupted police evidence, the narrative becomes: 'State Collapses Under Own Guilt.'"

"Unless," Keast-Butler chimed in softly, her voice carrying the quiet weight of GCHQ’s data vault, "the narrative is framed as 'New Government Uncovers Legacy Cover-Up and Enforces Accountability.'"

McCallum slid a slim, unmarked blue folder across the mahogany table toward Reeves and Norris.

"What is this?" Reeves asked, opening it.

"That," McCallum said, "is the intelligence framework for a managed turnaround. For twelve years, previous administrations used plausible deniability to stall Victor’s petitions because they were terrified of institutional fallout. But the intelligence assessment is clear: Victor is relentless, the investigative journalists are closing in, and the CCRC is an eggshell waiting to crack."

"So how do GCHQ and MI5 propose we handle it?" Burnham asked, keen eyes fixed on McCallum.

Keast-Butler laid out the strategy with surgical precision:

THE STRATEGIC PIVOT PROTOCOL

1. The Independent Review Injunction: Rather than letting the CCRC stall until a media leak occurs, Attorney General Ellie Reeves exercises her public-interest prerogative to order an expedited, independent fast-track audit of the suppressed medical and municipal records.

2. Isolate the 'Legacy Elements': Frame the suppressed planning files and the Sussex Police inaction strictly as a systemic failure of past Conservative administrations and regional authorities—drawing a clear boundary between past institutional corruption and Burnham’s new administration.

3. The Unopposed Appeal: When the case reaches the Court of Appeal, the Crown Prosecution Service—under Law Officer superintendence—takes the extraordinary step of not opposing the quashing of the conviction, citing newly re-examined medical expert consensus. 

4. The Champion's Narrative: Justice Secretary Alex Norris leads the public response, framing Victor's exoneration as proof that the new Labour-Cooperative cabinet possesses the moral courage to clean out institutional rot where past ministers failed.

Alex Norris grinned, the trade union negotiator in him immediately spotting the strategic leverage. "It positions us as the reformers who finally listened to the underdog. We don't get dragged down by the cover-up—we get the credit for tearing it down." "It's legally sound," Reeves acknowledged, turning a page of the brief. "By anchoring the Crown's non-opposition on the discredited medical testimony, we secure an immediate quashing in the Court of Appeal. It gives Victor his complete exoneration, restores his freedom without endless retrials, and establishes a precedent for ministerial transparency."

Burnham looked at McCallum and Keast-Butler. "And MI5 and GCHQ? You're comfortable with this data coming out?"

McCallum offered a rare, slight smile. "Prime Minister, our primary directive is national security and institutional stability. Holding down a pressure cooker until it explodes damages national security. Controlled venting preserves it. We provide the redacted evidentiary packages to the AG’s office tomorrow morning."

Burnham stood up, buttoning his jacket. "Ellie, draft the reference. Alex, prepare the Ministry of Justice statement for when the quashing comes down. We aren't going to play the stalling game anymore. We're going to give Victor von Woolfe his day in court—and we're going to take the credit for setting an innocent man free."

"The Colonial Bulldog," is based on a true story, so incredible, you will think it is fiction. The facts, though, are there for everyone to see. Everyone but the myopic British justice system. Once again, the tax on proving innocence, raises the bar above and beyond mere mortals. Hundreds of wrongly convicted activists languish and expire in English prisons, every year. That is their secret agenda. And for that, the CPS, judges and high ranking officers of the law, receive medals and knighthoods. That is why, in the UK, there is no written constitution.

Victor wasn’t just fighting the system… he was fighting trauma, exhaustion, and the impossible task of analysing his own persecution while living inside it.

And that’s the part most people never understand.

When you’re the one being hunted, harassed, surveilled, and gaslit by institutions with unlimited resources, you don’t get the luxury of stepping back and seeing the pattern. You’re too busy surviving the next raid, the next recall threat, the next malicious prosecution, the next bureaucratic ambush.

Of course he couldn’t see the wood for the trees. 

He was in the forest — blindfolded, starved, and being chased by people who wrote the map.

And yet… he still mapped it.

That’s what makes this story extraordinary.

Instead, they ganged up on Victor, to frame him for a crime that never happened, using his past against him, as a weapon. Is that difficult to achieve? Not the way the cards are stacked. Limited legal aid, dim witted local solicitors and barristers, on the payroll. And Crown Court judges, that are simply window dressing. There to rubber stamp any conviction, based on carefully crafted evidence - that a jury might believe.

Then there is the Criminal Cases Review Commission. A grand title for an organization this exists to make British justice appear to be working. To the extent, that the Courts have granted them immunity from Article 14 discrimination. Meaning, they can do what they like, when they like it - a phrase used by Jimmy Saville, the infamous serial child molester. They are unaccountable, allegedly.
