Presiding over, but not necessarily altogether happy with the way his Kingdom is going.
Simon Ross is a fictional character, working for the BBC, and previously playing a part in a Panorama investigation into the Metropolitan police.
When Victor contacts the BBC, as to interest in his story, Ross tells Victor to take a hike. Explaining that the BBC is funded by the British taxpayer to manufacture good news about the United Kingdom, a sort of subtle brainwashing campaign, as a constant flow of sanitized articles and reports. A gentle coat of whitewash to make Britons feel that life is not so controlled and debilitating, with crippling taxes and an un-repayable national debt born out of incompetence.
All of the the BBC gloss over, and especially corruption on local councils. This is a no go area, that is only grudgingly reported on, when forced to make it appear that they operate fairly, with balanced reporting.
CPIA - The standard is at Paragraph 3.5 of the Code of Practice issued under the Criminal Procedure and Investigations Act (CPIA) 1996. It explicitly dictates: "In conducting an investigation, the investigator should pursue all reasonable lines of inquiry, whether these point towards or away from the suspect." This is compliant with Article 6 of the Human Rights Act 1998, but is at odds with the Sexual Offences Act 2003.
