Presiding over, but not necessarily altogether happy with the way his Kingdom is going.

Trevor Scott is the former legal head of Wealden District Council, and present Chief Executive Officer (5 July 2026). He nursed the lie about Victor's workshop, being party to that planning fraud, as this matter was reported to him, including mention of the ten other planning frauds, reported by petitioners to a special panel of councillors, and then referred to Sussex police, for them to fudge it, by pretending to investigate, but not interviewing any of the complainants, to take statements, or any of the allegedly corrupt planning officer's or other council heads. Then, arranging for a file with nothing in it, to be forwarded to the CPS.

Scott, along with other officers, and at different times, with or without himself being present, knew of the over 181 recorded enforcement site visits, using public money (council taxes) unlawfully. Mr Scott knew that his council lied to several planning inspectors, failed to follow proper consultation procedures and also sought to deny Victor the basic minimum health and safety requirements, in a series of malicious prosecutions, that became the subject of Victor's petition complaint - about perverting the course of justice, and fraudulent use of public money.

In between 2004 and 2005, Scott was instrumental in brokering a deal with Victor, at the behest of George Weston and Nigel Coltman, the then Leader of the Council. George Weston was to give evidence as to the 181 enforcement site visits, and that the planning status of the workshop building had been rigged by council officers. George Weston also knew that the Petition had been whitewashed by Sussex police, as he was present at a meeting in Hailsham police station, when Inspector Peter Coll, admitted to that.

MISCONDUCT IN PUBLIC OFFICE (Common Law Offense)

This is a severe, indictable-only common law crime that carries a maximum sentence of life imprisonment. It is reserved for misconduct so serious that it merits criminal punishment. The elements are:

- A public officer acts as such.

- They willfully neglect to perform their duty and/or willfully misconduct themselves.

- This is done to such a degree that it amounts to an abuse of the public's trust in the office holder.

- There is no reasonable excuse or justification.

Concocting a lie to strip a building of its true planning status, ignoring proper procedures to cover up that lie, and using the machinery of the state to harass a citizen over 181 visits is a textbook example of misconduct that fundamentally shatters public trust.

Misconduct in Public Office is a common law, indictable-only offense carrying a maximum penalty of life imprisonment, it can be prosecuted at any point in time. The recent high-profile investigation into Andrew Mountbatten-Windsor for alleged offenses committed back in 2010 during his time as trade envoy perfectly illustrates this. The law recognizes that a betrayal of public trust does not expire, and the passage of time does not wash away the criminality of the act.

POLICE COLLUSION

A letter was then read out at full council by the then leader of the council, a letter written on police headed paper, but actually drafted by Wealden's officers; to exonerate themselves.

Don't forget that this actually happened. These were real life events, that saw an innocent man convicted of a crime that never happened.

The eleven Petitioner's were deprived of an effective remedy, the UK having removed Article 13 from the Human Rights Act 1998, to cover up corruption in local authorities.

Trevor Scott worked with Ian Kay, Ashley Brown, Derek Holness, David Phillips, Victorio Scarpa, Daniel Goodwin and Christine Nuttall, to pervert the course of justice. A conspiracy, contrary to the Abettors Act. Many other junior staff knew what was going on, but said nothing. 

In the words of Upton Sinclair: "It is difficult to get a man to understand something when his salary depends on his not understanding it."

Hence, police officers all saying: "That is above my pay grade."  and "We don't investigate planning crime." They have been schooled to say this by their crooked senior officers, to enable the lower ranks to carry on harassing innocent victims - no questions asked.

All of this was to protect Scott's retirement payoff, the pension in effect, proceeds of crime - from signing any non-disclosure agreement. In order to keep her dirty payout, her council had to work with Sussex police to frame Victor for something to totally discredit him. Bingo, the deal between George Weston and Wealden's Cabinet, was that George would keep Victor under control, as a family member, when von Woolfe married his daughter Shannon.

NOTE: The complainant's name has been changed to protect her identity, in her forward life. As with the names of her immediate family. This was at the request of the victim, who is known as Victor von Woolfe in this docu-drama based on real events. In recognition, that he called off an engagement to the complainant's mother, and perhaps, should not have proposed, to raise expectations.
