The digital infrastructure of the workshop was dying. Victor sat before his dual-monitor setup, watching the spinning buffer wheels on his encrypted network dashboard. For the third time that morning, his bandwidth had plummeted from a steady fiber connection to a strangled, gasping crawl. It wasn’t a standard network fluctuation; it was a cold, deliberate throttling.

The multi-agency network, operating under the dark umbrella of MAPPA in Sussex, had realized the unredacted files were leaking. The institutional panic had finally gone national, deploying a black-ops containment strategy that mirrored the absolute worst days of the Horizon Post Office scandal. In Whitehall, the upper echelons of the government were up to their necks in it. Prime Minister Keir Starmer, much like Rishi Sunak before him, kept himself at a calculated arms length—officially uninformed, yet thoroughly briefed in the dark.

Victor picked up his burner phone, dialing Hayes Hodges through an encrypted routing app.

"Hayes, you there?" Victor asked, his voice a tight, gravelly whisper.

"Where else, Victor," Hayes shot back, the background hum of a London edit suite bleeding through the line.

"Everywhere I turn, there is a set of eyes. They know my every move."

"They will do a hell of a lot more than just tap your landlines and monitor your emails now, Victor," Hayes warned heavily. "The network has authorized a full quarantine protocol."

Victor let the words hang in the damp air of the workshop. "And track the smartphones?"

"Yes, of course. If I were you, I'd do a comprehensive forensic sweep of the entire locality. The workshop, the house, the boundary line. Roger that?"

"Roger that," Victor murmured, ending the call.

He didn't use commercial anti-spyware. Instead, Victor booted up a completely air-gapped, Linux-based laptop he kept shielded in a lead-lined pouch, bridging it to monitor the local data packets echoing off his primary hardware. The results were chilling. The integrated pinhole cameras on his desktop monitor and his primary smartphone were active, transmitting tiny, compressed bursts of data even while supposedly powered down. A cold sweat broke out across his shoulders. No, it cannot be, he thought, stepping back. This is getting completely out of control.

Thirty miles away, beneath the reinforced concrete and acoustic paneling of Whitehall, the political gears were turning in a state of absolute friction. Foreign Secretary David Lammy cornered Keir Starmer in a private corridor just off the Cabinet Room.

"Keir, it's just a matter of time with this von Woolfe business," Lammy said, his voice dropping into a low, urgent rumble. "The press handles are moving."

The Prime Minister didn't look up from his briefing folder, his expression masked in cold, administrative detachment. "We need to threaten more. Pull his license parameters if we have to. Have we seized his primary files?"

"The bastard has lodged duplicates all over the place," Lammy replied grimly. "Even with the High Court registries under old civil actions. We can't clear the servers without triggering a major disclosure alert."

"Figures," Starmer muttered.

The PM realized with a surge of quiet irritation that Victor was thinking ten steps ahead. Victor wasn't acting like a victim; he was putting himself directly in the Prime Minister's shoes, walking a mile in the establishment's boots to anticipate their next defensive wall.

"GCHQ are on it?" Starmer asked flatly.

"Of course," Lammy confirmed. "They’re riding on his back, monitoring the signals all the way to the finish line."

Back in the relative isolation of the Sussex lanes, Victor ducked into a deep thicket of trees, using a hard-wired secure satellite phone to reach Hayes’s private line.

"Hayes, I found it. There’s a secondary junction box piggybacked right onto the local exchange box near the lane."

"That won't be local police tech, Victor," Hayes said, his voice turning deadly serious over the static-free connection. "A shiny, non-standard bypass at the exchange level? That’s transmitting straight to Cheltenham. That is GCHQ. This has gone far beyond a MAPPA administrative tracking grid."

Victor leaned his head against the damp bark of an oak tree, looking at the grey sky. "All the way to the top?"

"Reckon so," Hayes said. "The politicians are terrified of a systemic audit. If they’re using Cheltenham to intercept the signal, we can't use standard delivery channels anymore. We need to start thinking black ops."

Victor tightened his grip on the phone, the underdog's survival instinct taking total control of his mind. "How do we do that, Hayes? How do we fight a ghost in the machine?"
